UAE VAT Tax Invoice Requirements: Full vs Simplified Tax Invoice
What a UAE tax invoice must include under VAT (TRN, amounts in AED, VAT per line) and when a simplified tax invoice is allowed, with a sample layout.
Important: Tax laws, rates, registration requirements, and invoicing rules can change. This article provides general informational content and should not be considered professional tax, accounting, or legal advice. Verify current requirements with the UAE Federal Tax Authority (FTA) or a qualified tax agent. The UAE has also announced a move to mandatory e-invoicing, which will change how invoices are issued for many businesses, so check the FTA's latest timeline.
VAT in the UAE at a glance
The UAE introduced VAT on 1 January 2018 at a standard rate of 5%. Businesses whose taxable supplies exceed the mandatory registration threshold must register with the Federal Tax Authority and receive a Tax Registration Number (TRN). Registered businesses must issue tax invoices for taxable supplies, generally within 14 days of the date of supply.
Full tax invoice: required details
A full tax invoice is generally required when you supply a VAT-registered customer. It should include:
- The words "Tax Invoice" clearly displayed
- Your name, address and TRN
- The recipient's name, address and TRN (where the recipient is registered)
- A sequential invoice number
- Date of issue
- Date of supply, if different from the date of issue
- Description of the goods or services
- For each item: unit price, quantity, rate of tax and amount payable in AED
- Any discount offered
- Gross amount payable in AED
- Tax amount payable in AED, together with the exchange rate used if the invoice is in another currency
- Where reverse charge applies, a statement that the recipient is required to account for the tax
Simplified tax invoice
A simplified tax invoice can generally be issued when the recipient is not VAT-registered, or when the recipient is registered and the value of the supply does not exceed AED 10,000. It needs fewer details: typically the words "Tax Invoice", your name, address and TRN, an invoice number, the date, a description, the total consideration and the tax charged. Retail receipts often take this form.
Invoicing in a foreign currency
You may invoice in USD, EUR or another currency, but the VAT amount must be shown in AED, along with the exchange rate applied. A common approach is to show line items in the agreed currency and add a summary box: "VAT payable: AED 91.84 (USD 25.00 at 3.6735)". Use the exchange rate method your tax agent recommends and apply it consistently.

|---|---|---|---|---|---|
| Website development: phase 1 | 1 | 18,000.00 | 5% | 900.00 | 18,900.00 |

Zero-rated and exempt supplies
Some supplies, such as certain exports of goods and services, are zero-rated: VAT is charged at 0% but they remain taxable supplies, so a tax invoice is still issued showing 0%. Exempt supplies (such as certain residential property and some financial services) carry no VAT. Show the correct treatment on each line rather than leaving the VAT column blank.
Correcting a tax invoice
If an invoice is wrong after it has been issued, issue a tax credit note referencing the original invoice. Do not alter or reissue the same number. See our general credit note guide for how this works.
Common mistakes
- Leaving out the customer's TRN on B2B invoices
- Showing VAT only in a foreign currency
- Issuing the invoice long after the 14-day window
- Calling a document a "Tax Invoice" before you are VAT-registered
- Gaps or duplicates in invoice numbering
The UAE is also moving to mandatory structured e-invoicing. Our guide to UAE e-invoicing in 2027 covers the timeline and the accredited service provider requirement.

Frequently asked questions
What is the VAT registration threshold in the UAE?
Registration is mandatory when your taxable supplies and imports exceeded AED 375,000 over the previous 12 months, or are expected to exceed it in the next 30 days. You can register voluntarily once supplies or expenses exceed AED 187,500. Thresholds and rules can change, so confirm the current figures on the Federal Tax Authority (FTA) website before you register or start issuing tax invoices.
Do UAE tax invoices have to be in Arabic?
Tax invoices issued in English are widely used and generally accepted for VAT purposes, and many businesses issue bilingual English and Arabic invoices. The FTA can ask for records to be translated into Arabic, and the data requirements for structured e-invoices may differ. Because guidance on language is still evolving with e-invoicing, check the FTA's current rules or ask your tax agent.
How long must I keep tax invoices in the UAE?
Keep tax invoices, credit notes and other VAT records for at least five years from the end of the relevant tax period. Records relating to real estate generally must be kept much longer, commonly cited as 15 years. Keep them in a form you can produce quickly if the FTA asks, and confirm current retention rules with the FTA or your tax agent.
When does mandatory e-invoicing start in the UAE?
At the time of writing, the rollout is phased. A voluntary pilot began on 1 July 2026, businesses with revenue of AED 50 million or more must go live on 1 January 2027, other businesses on 1 July 2027, and government entities later in 2027. Each group must appoint an accredited service provider first. Dates have already been amended once, so check the Ministry of Finance and FTA.
Is a PDF tax invoice still valid in the UAE?
Until the e-invoicing mandate applies to your business, a PDF tax invoice that contains all the required details is generally valid. Once your phase goes live, B2B and B2G invoices must be exchanged as structured e-invoices through an accredited service provider. A PDF generator, including ours, does not create those structured e-invoices, so plan the switch before your go-live date.
What is the penalty for not issuing a proper tax invoice in the UAE?
Failing to issue a tax invoice or tax credit note can attract an administrative penalty for each document under the UAE's VAT penalty rules, and penalty amounts have been revised over the years. Published summaries quote different figures, so check the FTA's current penalty schedule rather than relying on a number from a blog. Issuing correct invoices on time is the simplest protection.
Can a business that is not VAT-registered issue an invoice in the UAE?
Yes. You can issue a normal commercial invoice to request payment, but it must not be titled Tax Invoice, show a TRN or charge VAT. Include your name, the customer, a unique number, the date, a description and the amount due. Once your supplies approach the mandatory threshold, monitor your turnover so you register on time and switch to tax invoices.
What should a tax invoice to an overseas customer show instead of a TRN?
An overseas customer usually has no UAE TRN, so show their full legal name and address, including the country. Apply the correct VAT treatment for each line, which for qualifying exports may be zero-rating at 0%. Zero-rating depends on meeting specific conditions and keeping evidence, such as proof the goods left the UAE or the customer is outside it, so check with your tax agent.
What should I do if I receive a tax invoice without my TRN?
Ask the supplier to correct it, ideally through a tax credit note and a new tax invoice. When you buy as a registered business, input tax recovery generally depends on holding a valid tax invoice with the required details, and a full tax invoice for a registered recipient should show your TRN. Don't alter the supplier's invoice yourself.
Do I need to issue a tax invoice for an advance payment in the UAE?
Usually, yes. Under UAE VAT rules, receiving payment before you deliver can create a date of supply for the amount received, so VAT becomes due on that advance and a tax invoice should normally be issued within the usual 14-day window. Then invoice the balance when the supply is completed. Confirm the timing for your contracts with a tax agent.
