FBR E-Invoicing in Pakistan: Who Must Comply (2026)

FBR e-invoicing explained: digital invoicing for sales tax registered persons, licensed integrators and PRAL, Tier-1 retailer POS integration, and 2026 rules.

By Invoice Creator Editorial Team 7 min readApplicable jurisdiction: Pakistan

Quick answer: FBR e-invoicing (digital invoicing) requires sales tax registered persons in Pakistan to issue invoices from software integrated with FBR's system, through a licensed integrator or PRAL, so each invoice reaches FBR in real time. S.R.O. 709(I)/2025 set the original deadlines in 2025. Separately, Tier-1 retailers must integrate their point-of-sale systems and print FBR-verified invoices with a QR code.

FBR e-invoicing has moved quickly from a retail-only scheme to a requirement for every sales tax registered business. If you are registered for sales tax and still producing invoices in Excel or a document template, this guide explains what applies to you in 2026, how integration works, and where a PDF from our Pakistan invoice generator still fits. For the fields a sales tax invoice must show (NTN, STRN, HS code and so on), see our sales tax invoice guide for Pakistan.

Important: This is general information, not tax or legal advice. FBR has issued several notifications and general orders on digital invoicing since 2025, and deadlines have been revised more than once. Confirm your position on the FBR digital invoicing FAQs or with a tax practitioner before acting.

Two FBR e-invoicing regimes

People say "FBR e-invoicing" about two related but different systems. Knowing which one applies to you saves a lot of confusion.

Digital invoicing for sales tax registered persons

In April 2025, FBR issued S.R.O. 709(I)/2025, which, according to FBR's FAQs, made electronic invoicing mandatory for all corporate and non-corporate sales tax registered persons. The FAQ gives the original integration deadlines as 1 June 2025 for corporate registered persons and 1 July 2025 for non-corporate registered persons. Later notifications revised and phased the timetable for some categories during 2025, and FBR announced in early 2026 that it would start penalty action against taxpayers who had missed their deadlines.

In practical terms, by 2026 the working assumption for any sales tax registered business should be that integration is already due. If you have not integrated, speak to a licensed integrator and your tax adviser now, and ask whether you need to apply for an extension under the rules.

How integration works

  1. Pick an integration route. Either a licensed integrator from FBR's published list, or PRAL, which FBR says provides integration free of cost on request.
  2. Keep or choose your invoicing software. FBR does not provide downloadable invoicing software. You can use any ERP, accounting or POS system that a licensed integrator connects to FBR.
  3. Configure your data. Each invoice line needs the right HS code, sale type, rate and tax amounts. Buyer NTN or CNIC must be correct for registered and unregistered buyers.
  4. Test and go live. FBR provides a sandbox and technical documentation for integrators. After go-live, each invoice is sent to FBR as it is issued.

FBR's FAQs state that registered persons pay no fee to FBR, while integrators may charge for their services up to a limit FBR sets.

Editing and cancelling digital invoices

A general order issued in March 2026 limits corrections: an integrated person can cancel or edit an invoice generated by mistake only within 72 hours of its generation. After that, you correct it the normal way, with a debit or credit note under section 9 of the Sales Tax Act. Our guide to debit notes vs credit notes explains when to use each.

POS integration for Tier-1 retailers

Retail POS integration is older. Tier-1 retailers, a category defined in the Sales Tax Act and expanded over the years, must connect their point-of-sale systems with FBR. Criteria have included being part of a national or international chain, operating in an air-conditioned mall or plaza, and meeting floor-area, electricity bill or other thresholds that have changed in successive Finance Acts.

What integration means at the till:

  • Each receipt carries an FBR invoice number and a QR code that customers can scan to verify the sale.
  • Retailers collect a small POS service fee per invoice (originally set at Re 1) and deposit it with the sales tax return.
  • Each notified outlet must offer card payment facilities.
  • Customers can report or verify invoices, and FBR has run prize schemes to encourage this.

Non-compliant Tier-1 retailers can face penalties, disallowance of input tax and, under the rules, sealing of premises. If you think you may meet Tier-1 criteria after a change in the law, check with a practitioner rather than waiting for a notice.

Sales tax on most services is collected by the provinces, not FBR, so a services business registered only with, for example, the Punjab Revenue Authority should check that authority's requirements separately. IRIS, FBR's online portal, is where you manage registration and file returns; it is not the same thing as the digital invoicing integration, although your digital invoices feed into what FBR expects to see in your returns.

Worked example: a digital sales tax invoice

A Lahore manufacturer sells to a registered distributor. Its integrated ERP sends each line to FBR with an HS code and the standard 18% rate.

DescriptionQtyRate (PKR)Value excl. tax (PKR)Sales tax 18% (PKR)
Ceiling fans, 56-inch409,500380,00068,400
Fan regulators4075030,0005,400
Totals410,00073,800
Value including sales tax483,800

The maths: 40 × 9,500 = 380,000 and 40 × 750 = 30,000, giving PKR 410,000. Sales tax at 18% is PKR 73,800, so the total is PKR 483,800. Rates, further tax on supplies to unregistered persons and reduced-rate schedules can change with each Finance Act, so check current rates before you configure your system. Our sales tax calculator is handy for checking the arithmetic.

Where a PDF invoice still works in Pakistan

Our generator is free, works in your browser, saves drafts in local storage and downloads a PDF. It does not connect to FBR, PRAL or a licensed integrator, and a PDF from it is not an FBR digital invoice. It is a good fit for:

  • Freelancers and businesses not registered for sales tax, including those invoicing foreign clients for IT services. See invoicing international clients.
  • Quotations, proformas and estimates before a sale.
  • Internal drafts you will re-key into integrated software.

For those uses, open the Pakistan invoice generator, which labels NTN and STRN fields, or try the clean Classic template.

Practical checklist for 2026

  • Confirm your sales tax registration status and whether you have received any FBR notice about integration.
  • Choose a licensed integrator or request PRAL integration.
  • Clean your item master: HS codes, units and tax rates.
  • Verify buyer NTNs and CNICs. Our guide to the tax ID on an invoice explains NTN and STRN.
  • Train staff on the 72-hour correction window and on issuing debit and credit notes.
  • Keep your records. Pakistan's tax law requires records to be retained for several years; see how long to keep invoices.

Frequently asked questions

Is FBR e-invoicing mandatory for all sales tax registered persons?

Yes, according to FBR's own FAQs. S.R.O. 709(I)/2025 made electronic invoicing mandatory for corporate and non-corporate sales tax registered persons, with integration through a licensed integrator or PRAL. The original deadlines were 1 June 2025 for corporate and 1 July 2025 for non-corporate registered persons, and later notifications adjusted the timetable for some categories.

What is a licensed integrator for FBR digital invoicing?

A licensed integrator is a company holding a valid FBR licence to connect a taxpayer's invoicing, ERP or POS software to FBR's system so that each invoice is transmitted in real time. PRAL, FBR's IT company, also acts as an integrator and provides integration free of cost on request.

Who are Tier-1 retailers?

Tier-1 retailers are larger retailers defined in the Sales Tax Act, such as those operating as part of a national or international chain, located in air-conditioned malls, or meeting size, electricity bill or income-related criteria set in law. They must integrate their point-of-sale systems with FBR and issue invoices with an FBR invoice number and QR code.

Can I use a PDF invoice instead of FBR digital invoicing?

If you are a sales tax registered person required to integrate, no. Your invoices must be generated by integrated software and transmitted to FBR. A PDF made in a generator can still be used by people who are not registered for sales tax, or for quotations and proformas.

What are the penalties for not integrating with FBR?

FBR's FAQs say registered persons who miss integration timelines or otherwise contravene the rules face penalties under section 33 of the Sales Tax Act, 1990. Penalties for Tier-1 retailers who fail to integrate can also include disallowance of input tax and, in some cases, sealing of business premises.

What is PRAL?

PRAL (Pakistan Revenue Automation Private Limited) is the IT company owned by FBR that builds and runs many of its systems. For digital invoicing, PRAL can act as your integrator, and FBR's FAQs say it provides integration free of cost on request. Businesses with complex ERP setups often still choose a licensed private integrator for more hands-on support, so compare both routes.

How do I find a licensed integrator for FBR digital invoicing?

FBR publishes the list of licensed integrators on its website. Use only providers on that list, and check that the licence is current before signing. Ask each one whether it already supports your ERP or POS system, how long a typical go-live takes, what it charges (FBR caps integrator fees), and how it handles invoice errors and the 72-hour correction window.

Do I still need to file a sales tax return after integrating with FBR?

Yes. Digital invoicing does not replace your monthly sales tax return, which you still file through IRIS. The invoice data you transmit in real time feeds what FBR expects to see in your return, so mismatches between your digital invoices and your declared sales are easier for FBR to spot. Reconcile your integrated invoice records with your return every month before filing.

How can a customer check that an FBR-integrated invoice is genuine?

Receipts from integrated Tier-1 retailers carry an FBR invoice number and a QR code, which customers can scan or check through FBR's verification channels, such as the Tax Asaan mobile app. If the number cannot be verified, the sale may not have been reported. Businesses buying from registered suppliers should also check that purchase invoices carry a valid FBR identifier before claiming input tax.

Do I still give the buyer a copy of the invoice under digital invoicing?

Yes. Integration changes how the invoice is reported, not the need to give your customer an invoice. The buyer still receives a printed or electronic invoice, which carries the FBR identifier generated when your software transmitted it. Make sure the copy shows the required sales tax invoice details, such as your NTN and STRN, the buyer's details, quantities, values and tax amounts.
